Resolution to amend the Rules of the House of Representatives to provide for the efficient operation of congressional committees and to insure the rights of all committee members to have equal voice in committee business.

Provides that under the Rules of the House of Representatives each staff member appointed pursuant to a request by miniority party members shall be accorded equal treatment with respect to the fixing of his pay, the assignment of work facilities and the accessibility of committee records, provided that the minority shall be entitled to one-third of all funds authorized for the committee.

Prohibits, under such Rules, voting by proxy by the members of committees.
