Provides, under rule XXVIII of the Rules of the House of Representatives, that where instructions are given to members of a committee of conference it shall be in order to make such instructions binding on such members by a two-thirds vote of the House.
Provides that when the report of the committee of conference, with respect to which instructions have been made binding, is called before the House containing any matter which deviates from such binding instructions, it shall be in order to make a point of order that such matter is contained in the report. Provides that, if the point of order is sustained, the bill, with respect to which such committee or conference was appointed, shall return to the same status it had immediately before such committee of conference was appointed.
