Resolution to amend the Rules of the House of Representatives with respect to the estimated cost to the public and nonpublic sectors of legislation and proposed administrative rulemaking.

Requires that, under the Rules of the House of Representatives, the estimated cost to the public and nonpublic sectors of legislation and proposed administrative rulemaking be included in House committee reports, along with an explanation of the method used to derive the estimate of costs and that it shall be printed in the Journal.
