Expresses the sense of the House of Representatives that President Gerald R. Ford should make a full and voluntary disclosure to the Committee on the Judiciary of all the circumstances surrounding and the reasons prompting his grant of a pardon to Richard Nixon on September 8, 1974, and should make available for this purpose all notes, documents, tape recordings, memorandums, and other things in his possession or control, and the testimony of witnesses which the Committee on the Judiciary deems necessary for a full understanding of the facts.
Directs the House Committee on the Judiciary to report to the House of Representatives its findings of fact, together with an analysis of the constitutionality and legal validity of the pardon granted to Richard Nixon.
