Resolution to amend the Rules of the House of Representatives to permit pairs in Committee of the Whole on roll call votes.

Provides, under the Rules of the House of Representatives, that pairs may be permitted on roll call votes in the Commiittee of the Whole. (Amends clause 2 of Rule VIII of the House of Representatives)
