Provides that there shall be paid out of the contingent fund of the House, until otherwise provided by law, compensation for the employment of one additional expert transcriber to official committee reporters of the House of Representatives, to be appointed in the same manner, and to receive the same rate of compensation, as the other expert transcribers to official committee reporters.
