Provides that upon the adoption of this resolution it shall be in order to consider the conference report on the bill (S. 386) to amend the Urban Mass Transportation Act of 1964 to authorize certain grants to assure adequate commuter service in urban areas, and for other purposes, and all points of order against the conference report for failure to comply with the provisions of clause 3, rule XXVIII are hereby waived.
