Resolution to declare a moratorium on the de-electrification of rail lines and study all implications of electrification of railroads.

Expresses the sense of Congress that for a period of two years following the passage of this resolution there be a moratorium on deelectrification of railroads and that the departments and agencies of the Federal Government make funds available for studies of the energy efficiency and environmental implications of deelectrification and electrification of railroads.
