Urban Mass Transportation Assistance Act - Increases, under the Urban Mass Transportation Act of 1964, the total amount authorized for assistance thereunder. Increases the portion of project cost which may be covered by a Federal grant under such Act. Increases Federal grant assistance for operating expenses under such Act.
Requires the establishment of a Mass Transportation Advisory Council to assist and advise State and local bodies receiving grants under such Act. Provides for the membership of such Councils.
Limits the use of mass transportation funds under this Act in relation to the transportation of pupils.
Requires the Secretary of Transportation to conduct a full and complete study of rural transportation needs. Requires a report on such study.
