Authorizes the disposal, under the Strategic and Critical Materials Stock Piling Act, of approximately two hundred fifty eight thousand seven hundred short tons of copper from the national stockpile and the supplemental stockpile.
Authorizes the Secretary of Commerce to limit the exports of copper and copper scrap during any year in which sales of copper are made from the national or supplemental stockpile, or any period of price controls on these materials when the market price elsewhere in the world significantly exceeds that in the United States.
