Includes in the definition of project under the Federal Power Act a nonnuclear thermal power plant and any appurtenances thereto. Defines the term nonnuclear thermal power plant.
Authorizes the Federal Power Commission to issue licenses for nonnuclear thermal power plants.
Provides that applications for licenses from the Commission shall include evidence that projects will comply with all State and Federal laws on maintaining the quality of the environment.
Requires that the licensees shall operate hydroelectric power works so as not to impair navigation.
Provides that nonnuclear thermal power plants shall not be among those project works to which the Federal Government can take over according to Federal law.
Requires the Commission to require licensees to construct and operate such fishways as may be prescribed by the Secretary of the Interior.
