States that, on or after the date of enactment of this Act, no television broadcast licensee or cable television system shall perform, effectuate, or otherwise carry out any contract, agreement, arrangement, or other understanding, express or implied, under which such licensee or system is prevented or prohibited from, or agrees to forgo, broadcasting or carrying the home game of any professional football club, either during or after the scheduled professional football season. Provides that this Act shall not apply with respect to the regular season home games of any professional football club for which such tickets for seats for admission as were available for purchase by the general public for thirty days or more before the scheduled beginning of the professional football regular season have not been entirely purchased seven days or more before the scheduled beginning of such season; or to post regular season home games with respect to which tickets for seats for admission are available for purchase by the general public within forty-eight hours of the scheduled commencement of such game.
