A bill to establish a uniform system of personnel administration for the Government of the District of Columbia, and for other purposes.
District of Columbia Public Personnel Administration Act - Title I: Organization for Personnel Management - Establishes a Department of Personnel, within the Government of the District of Columbia, the executive head of which shall be the Director of Personnel. States that the Director of Personnel shall be responsible for administering the provisions of this Act in accordance with the rules and regulations issued by the Commissioner of the District of Columbia. Requires the Director to encourage the development of effective personnel policies and administration within the several agencies of the District of Columbia.
Establishes a Personnel Advisory Board to provide advice and counsel on, and to investigate all aspects of, personnel administration. Authorizes the Board to hold public hearings and to solicit testimony from any interested parties on any matter within its purview.
Title III: Employment and Retention in the Career Service - States that, no later than one year from the date of enactment of this Act, the Commissioner of the District of Columbia, on recommendation of the Director of Personnel, shall issue rules and regulations governing employment, advancement, and retention in career service.
Establishes an executive service, within the career service of the Government of the District of Columbia, to attract, recruit, and provide for the selection of the best executive talent available with assurance of prestige and recognition to encourage continuity of service. Establishes an Office of Employee Appeals.
Title III: Employee Training, Performance and Incentives - Requires the District to install and maintain programs for the training of its employees through planned courses, systems, or other routines of instruction or education in fields which are or will be related to the performance by the employees concerned.
Directs the Commissioner to issue rules and regulations establishing one or more performance rating plans for evaluating the work performance of employees. Requires the Commissioner to issue rules and regulations providing procedures for granting of cash and honorary awards to employees for their suggestions, inventions, superior accomplishments or other meritorious effort which contribute to the efficiency, economy, or other improvements in District operations.
Title IV: Compensation - Requires competitive pay for D.C. employees equivalent to the pay provided by other employers including the Federal Government in the areas of recruitment for similar levels of work. Directs the Commissioner to develop a comprehensive pay system for the employees of the District and to provide for periodic reviews of such system. Sets forth the procedures by which the pay system shall be submitted to the Congress.
Title V: Hours of Work and Leave - Authorizes the Commissioner to establish hours of work, holidays and a leave system for employees of the District. Requires the Commissioner to establish a program of assuring equal employment opportunity in the District.
Title VI: Employee Conduct; Adverse Actions and Appeals - Requires the Commissioner to issue rules establishing standards of ethical conduct for employees and establishing an equal employment opportunity program.
Title VII: Labor-Management Relations - States that the Commissioner shall issue such rules and regulations concerning labor-management relations between the Government of the District of Columbia and its employees as the Commissioner may deem appropriate, including appropriate delegation of authority for labor-management relations to the Director of Personnel and other appropriate officials or entities such as a labor relations board.
Title VIII: Retirement and Insurance - Directs the Commissioner to have a comprehensive study made of existing systems of retirement and insurance applicable to employees of the District and make appropriate recommendations to the Congress not later than one year from the effective date of this Act.
Title IX: Miscellaneous Provisions - Authorizes the Director of Personnel to make appropriate investigations to secure enforcement of this Act and the rules and regulations issued thereunder including investigation of the qualifications and suitability of applicants for positions in the career service.
Makes conforming amendments to existing law in order to carry out the purposes of this Act.
Authorizes the appropriation of such funds as are necessary to carry out the purposes of this Act.
