States that the Supreme Court shall not have appellate jurisdiction to: (1) decide that any provision of a statute of the United States, a State statute, or a State constitution is invalid because it is in violation of any provision of the Constitution of the United States; or (2) reverse, alter, or modify any decision or rule of law made by the Court except upon the concurrence of the full membership of the Court.
