A bill to provide for the continued sale of petroleum products to public authorities.

Provides that no refiner may fail to offer any petroleum products to public authorities, so long as such refiner continues to offer such products to any controlled marketer of such refiner. Defines "public authority" as the United States, any governmental agency, or any governmental agency of any State.
