Authorizes the head of an executive agency, upon considerations such as existing pay, unusually high or unique qualifications, or a special need of the Government for particular services, to appoint an individual at such a rate above the minimum rate of the appropriate grade as the Civil Service Commission may authorize for this purpose.
States that statutory and administrative pay increases do not qualify as periodically required step increases.
Authorizes the head of each agency to fix the stipends of his research associates and his special project employees at rates, or within limits, prescribed in the regulations of the Civil Service Commission. (Amends 5 U.S.C. 5333(a), 5335(d); Adds 5 U.S.C. 5366-67)
