A bill to amend title XIX of the Social Security Act to waive the existing requirement that all medicaid patients be given free choice in the selection of treatment facilities in cases where the services involved are being effectively provided through locally operated public health centers, or where such services may be most effectively obtained in designated specialized medical centers.

Waives the existing requirement under title XIX (Grants to States for Medical Assistance Programs) of the Social Security Act that all medicaid patients (with the exception of individuals with severe chronic medical disabilities) be given free choice in the selection of treatment facilities in cases where the services involved are being effectively provided through locally operated public health centers, or where such services may be most effectively obtained in designated specialized medical centers.
