A bill to amend the Federal Food, Drug, and Cosmetic Act to revise certain requirements for approval of new animal drugs.

Requires the Secretary of Agriculture to disapprove any new animal drug if he finds that such drug: (1) will adversely affect any of the animals for which it is intended; and (2) will have a cancer-inducing residue in any eligible portion of such animals. (Amends 21 U.S.C. 360b(d)(1)(H))
