Requires the Secretary of Agriculture to disapprove any new animal drug if he finds that such drug: (1) will adversely affect any of the animals for which it is intended; and (2) will have a cancer-inducing residue in any eligible portion of such animals. (Amends 21 U.S.C. 360b(d)(1)(H))
