A bill to amend the Internal Revenue Code of 1954 to restrict the authority for inspection of income tax returns by Federal agencies.

Provides under the Internal Revenue Code that no Federal agency or instrumentality may inspect any income tax return except upon an order of the President which identifies by name the person who filed such return.
