A bill to amend section 411(a) of the Higher Education Act of 1965, as amended, with respect to the dates of and procedures for submission and disapproval of the basic opportunity grant family contribution schedule.

Provides, under the Higher Education Act of 1965, as amended, that not later than July 1 of each year the Commissioner of Education shall publish in the Federal Register a schedule of expected family contributions for the succeeding academic year for various levels of family income which shall become effective with respect to grants to be made on or after July 1.

Provides that such schedule shall be submitted to the President of the Senate and the Speaker of the House of Representatives.
