A bill to amend the Immigration and Nationality Act with respect to the waiver of certain grounds for exclusion and deportation.

Makes an alien who has been convicted for possession of marihuana eligible for an application for a visa and for admission into the United States after a hearing and upon such terms as the Attorney General prescribes.

Permits the Attorney General, after a hearing and upon such terms as he may prescribe, to waive deportation of any alien who has been convicted for the possession of marihuana. (Amends 8 U.S.C. 1182(a)(23), 1251(b))
