Prohibits the use of the mails to effect the sale or other delivery of mailing lists for purposes of commercial or other solicitation of individuals on such list.
Permits an individual who receives a communication in the mails constituting a commercial or other solicitation to request the mailer to remove his name and address from all lists of the mailer and the mailer shall comply with such request.
Establishes criminal penalties for the sale or exchange of mailing lists through the mails, or for the failure to remove a requester's name and address from a mailing list. (Adds 39 U.S.C. 3001a, b; 18 U.S.C. 1738-39)
