Provides that the coverage extended under title II of the Social Security Act (Old Age, Survivors, and Disability Insurance), to individuals of Japanese ancestry who were interned in the United States during World War II shall also be extended to individuals of Japanese ancestry who voluntarily left the areas of their residence in order to avoid such internment. States that such coverage shall be available to any such individual who was a resident of the United States without regard to his or her citizenship.
