Establishes a Joint Committee on Environmental Quality to be composed of ten Members of the Senate to be appointed by the President of the Senate and ten Members of the House of Representatives to be appointed by the Speaker of the House.
Makes it the function of the Joint Committee to: (1) make a continuing study of matters relating to the improvement of the environmental quality of this Nation; (2) to study methods of using all practicable means and measures so as to create and maintain conditions under which man and nature can exist in productive harmony, and fulfill the social, economic, and other requirements of the present and future generations of Americans; and (3) as a guide to the several committees of the Congress dealing with legislation relating to environmental quality to file an annual report containing its findings and recommendations with respect to any of the recommendations made by the President relating to environmental quality.
Grants the Joint Committee necessary powers and authorizes appropriations.
