Provides that no agency may distribute, sell, or otherwise make available to any person any list of names and addresses of: (1) employees, or former employees, of any agency, (2) persons licensed by any agency, (3) persons registered or required to file information with any agency, or (4) members, or former members, of the Armed Forces.
Permits an agency to make available a list of names and addresses of persons referred tp above: (1) if the person to whom such list is made available certifies (in such manner as the agency shall by regulation prescribe) that: (A) such list will not be used for purposes of commercial or other solicitation, and (B) such list will not be used for any purpose which is unlawful under any State or Federal law, or (2) if the list is made available by the agency as a necessary part of its statutory functions or requirements.
States that any agency may make available a list of names and addresses if specifically authorized to to do so by statue.
Provides a penalty for violations of this Act consisting of imprisonment for not more than one year, a fine of $10,000, or both. (Adds 5 U.S.C. 552c)
