A bill to further amend the Federal Civil Defense Act of 1950, as amended, to provide that Federal Buildings shall be designed and constructed to maximize fallout protection and that non-Federal construction financed in whole or in part with Federal funds may be designed to maximize fallout protection.

Provides that Federal buildings shall be designed and construced to maximize fallout protection and that non-Federal construction financed in whole or in part with Federal funds may be designed to maximize fallout protection. Limits expenditures for the construction of such a building to 1 percent of the project's cost.

Authorizes the President to prescribe rules and regulations to carry out the provisions of this Act, including a provision for exemptions to the requirements specified in this Act.
