States that every person who shall be convicted of a felony, whether State or Federal, and who shall not have been convicted of any previous felony, shall, notwithstanding any other provision of law, be entitled to a full restoration of the Federal rights to vote and hold office, and all other Federal civil rights, upon the completion of such person's sentence, whether of confinement, probation, or parole, or any combination thereof.
