Increases the amount of a parent's insurance benefit under title II of the Social Security Act (Old-Age, Survivors, and Disability Insurance) from 82 1/2 to 100 percent of the primary insurance amount of the individual on whose wage record such benefit is payable in any case where the parent has attained age 65 at the time he or she files application for such benefit and there are no other persons actually or potentially entitled to benefits on the same wage record.
