Provides for the continued operation of various Public Health Service hospitals in Seattle, New Orleans, Baltimore, San Francisco, Staten Island, Galveston, Norfolk, and Boston.
Directs the Secretary of Health, Education and Welfare to take no action inconsistent with the policy set forth in this Act. Restricts the President and the Secretary from impounding funds appropriated for such hospitals.
