Requires the President to notify the Congress whenever he impounds funds during fiscal year 1974.
Sets forth procedures under which the House of Representatives or the Senate may disapprove the President's action and require him to cease such impounding.
Establishes a ceiling on total Federal expenditures of $267,100,000 for fiscal year 1974.
