Transfers to the Attorney General all intelligence, investigative, and law enforcement functions relating to the suppression of illicit narcotics traffic, which are presently vested in the Secretary of the Treasury, except to the extent that such functions relate to searches and seizures or to the apprehension and detention of persons at regular inspection locations along the U.S. borders.
Abolishes the Bureau of Narcotics and Dangerous Drugs. Establishes in the Department of Justice the Drug Enforcement Administration. Provides that the personnel, property, records, and unexpended balances of appropriations, allocations and other funds used, employed, or available in connection with the transferred functions shall be transferred to the Department of Justice.
