A bill to amend the Occupational Safety and Health Act of 1970 to exempt certain small employers.

Redefines the term employer under the Occupational Health and Safety Act to mean a person engaged in business affecting commerce who has employees but does not include the U.S., any State or policial subdivision of a State, or any agricultural or nonagricultural employer who employed no more than 25 employees at any time during the preceding calendar year.
