Makes it unlawful for any licensed importer, manufacturer, dealer, or collector to sell or deliver any firearm, other than a rifle or shotgun, to any person, which the Secretary of the Treasury determines to be unsuitable for lawful sporting purposes according to specified standards. (Amends 18 U.S.C. 922(b))
