Establishes the Cascade Head Scenic-Research Area in the State of Oregon.
Directs the Secretary of Agriculture to develop a comprehensive management plan to the Area prescribing specific management objectives and controls necessary for the protection and development of the Area and each subarea created under this Act.
Establishes within the Area wetlands, lower slope-dispersed residential, upper timbered slope, and coastline subareas. Specifies the purpose of and allowable activities within each such subarea.
Instructs the Secretary to establish an advisory council of designated membership to assist him in the administration of the Area.
