Authorizes the Federal Trade Commission to order that commodities be excluded from entry into the United States whenever the Commission finds that unfair methods of competition are being employed in the importation of such commodities into the United States. Requires the Commission to submit such orders to the Secretary of the Treasury before publication. Requires the Commission not to publish such an order if the Secretary notifies the Commission that the exclusion from entry into the United States of the commodity in question would be likely to have a significant adverse effect upon the economic interest of the United States.
