Requires the Judge Advocate General of each armed forces to establish a Military Trial Command divided into judicial circuits, including the following division: (1) military judge division; (2) defense counsel division; (3) court reporter and administrative division. Specifies that these divisions shall conduct military judicial proceedings.
Provides that the military trial command shall select: (1) the members of the jury at random; (2) the trial counsel; (3) the mulitary judge; and (4) all administrative personnel.
States that unless the court-martial was convened by the President or the Secretary of the armed force concerned neither the convening authority nor any member of his staff shall prepare or review any report concerning the effectiveness of the military judge so selected.
