States that of the amounts paid to States for social services under public assistance programs of the Social Security Act, not more than 10 percent shall be paid to provide services for persons who are not members of families whose approximate family income does not exceed, by a percentage to be specified by the Secretary of Health, Education, and Welfare, the approximate average family income of recipients or applicants for State public assistance.
