A bill to repeal section 3364, title 5 United States Code, relating to promotion of substitute employees in the postal field service.

Repeals the provision of law which provided for a substitute employee in the postal field service to be promoted to the regular force in the order in which his name appeared on the register from which he was originally appointed. (Repeals 5 U.S.C. 3364)
