A bill to provide for access to all duly licensed providers of health services without prior referral in the Federal Employee Health Benefits Program.

Provides that if Federal employee health insurance contract benefits include a service which is provided by licensed practitioners, that the Federal employee beneficiary, annuitant, or family member covered by such contract is free to select the health profession practitioner of his choice and have direct access to the practitioner, without supervision or referral by another health practitioner. (Amends 5 U.S.C. 8902).
