National Health Research Fellowship and Traineeship Act - States that the purpose of this Act is to increase the capability of the National Institutes of Health and National Institute of Mental Health to maintain a national program of biomedical research.
Establishes, under the Public Health Service Act, a national program of health research fellowships and traineeships for persons intending to enter research or teaching.
Authorizes appropriations for the purposes of carrying out this Act.
