A bill to require the President to furnish predisaster assistance in accordance with the Disaster Relief Act of 1970 to avert or lessen the affects of a major disaster in California.

Requires the President to furnish predisaster assistance in accordance with the Disaster Relief Act of 1970 to avert or lessen the effects of a major disaster in the counties of Alameda and Contra Costa, California. Authorizes appropriations of $11,000,000 to carry out the provisions of this Act.
