A bill to provide for loans for the establishment or construction, or both, of municipal, low-cost, nonprofit clinics for the spaying and neutering of dogs and cats.

Authorizes the Secretary of Health, Education and Welfare to make loans to cities and counties for the purpose of establishing and constructing municipal, low-cost, non-profit clinics for spaying and neutering of dogs and cats. Provides that no such loan shall exceed $200,000.

Authorizes the appropriation of $4,000,000 for the fiscal year ending June 30, 1974, and for each of the next four fiscal years to carry out the provisions of this Act.
