Better Elections Act - Establishes, within the Bureau of Census, Department of Commerce, the Office of National Voter Registration which shall: (1) supervise the enrollment of the maximum number of eligible voters for the elections of Members of Congress and of electors of the President; and (2) distribute not less than once every two years a sufficient number of voter registration forms to every household address in the U.S., all U.S. military bases, and all U.S. citizens living abroad who are eligible to vote in elections of Members of Congress and in elections of the President.
Provides penalties of $10,000 and/or imprisonment of not more than five years for giving false information on registration forms, and for depriving any person of his right to register under this Act. Provides that the Office shall analyze the results of Federal elections with respect to causes and patterns of nonvoting and publish the results of these studies and shall compile and maintain, for public use, a current collection of all election laws of the U.S.
Authorizes the Office to pay to any State which adopts this registration form and system, payment not to exceed 15 percent of the total cost of registering voters for elections for Members of Congress and of electors of the President. Provides that during years in which elections for Members of Congress and in elections of the President take place, the Office shall report no less frequently then once a month to Congress, quarterly in other years, on the progress made toward universal voter enrollment.
Provides that the choosing of electors for the President shall be by general election, and along with the election of Members of Congress, shall take place in each State, district, or territory entitled to appoint such electors or elect such Members on the first consecutive Saturday, Sunday, and Monday in November. Provides that polling places shall be open from 7A.M. to 11P.M. local time on these days and that no results of any such election shall be released, tabulated, projected, or predicted until after the closing of polling places on the last day such polling places are open.
