Creates the office of Assistant Secretary of Defense for Equal Opportunity. Assigns to such Secretary responsibility for the development and supervision of policies and programs: (1) to eliminate discrimination; (2) to promote affirmative action; and (3) to insure equal opportunity and treatment within the Department of Defense and within contractors for the Department of Defense.
Establishes the Armed Forces Equal Opportunity Evaluation Board. Sets forth the terms of office for Board members. Directs the Board to: (1) evaluate the equal opportunity programs of the Department of Defense; (2) make recommendations to the Secretary of Defense on administrative policy to be implemented to prevent discrimination; and (3) make an annual report to Congress.
Authorizes appropriations necessary to carry out the purposes of this Act.
