Requires the President to furnish predisaster assistance in order to avert or lessen the effects of winter 1972 disaster in the counties of Alameda and Contra Costa in California, in which 2,000,000 eucalyptus trees were killed by frost.
Directs that funds be used for fire suppression, tree removal, and reforestation activities on public and private lands.
Authorizes $11,000,000 to be appropriated to carry out the purposes of this Act.
