Establishes the El Malpais-Grants National Monument in Valencia County, State of New Mexico. Provides that the Secretary of the Interior may acquire lands in such volcanic area and Indian historical site.

Authorizes the appropriation of such sums as may be necessary to carry out the purposes of this Act.
