Establishes, under the National Foundation on the Arts and the Humanities Act, the office of Poet Laureate of the United States.
Provides that the Poet Laureate shall be appointed by the President for a term of five years and shall be a poet whose works reflect those qualities and attributes that are associated with the historical heritage, present achievement, and future potential of the United States.
