Provides that, in fixing rates for the transportation of natural gas in interstate commerce or for the sale in interstate commerce of natural gas for resale, the Federal Power Commission shall reflect changes in the purchasing power of the dollar after December 31, 1972, in determining the utility plant and related reserve for depreciation components of rate base for natural gas pipeline companies.
