A bill amending title 47 of the United States Code, Telegraphs, Telephones and Radio Telegraphs.

Includes as a "public utility in interstate commerce" the provision of space to a cable television system on or in any pole, conduit, or other support structure by any corporation or person.

Directs the Federal Communications Commission, after a hearing, to fix all charges in connection with such use.
