Establishes an arbitration board to settle disputes between supervisory organizations and the United States Postal Service. Sets forth the conditions and issues on which either party shall have the right to refer the matter to such arbitration board, including: pay policies and schedules, fringe benefit programs, and other programs relating to supervisory employees.
Provides that the arbitration board shall consist of three members, one of whom shall be selected by the Postal Service, one by the recognized organization of supervisory personnel, and the third by the two thus selected.
States that the costs of the arbitration board shall be shared equally by the Postal Service and the organization of supervisory personnel.
